Two steamers having arrived without promised report. I am disposed to regard matter as [?] to obtaining money under false pretences and should act accordingly unless satisfactory explanation offered at once pending which no further advances will be made.

To G.Phillips Esq. Comm of Police

Very much surprised at your telegram could not possibly give report by last steamer everything going on well but shall take no further steps till I hear from you did not like to wire you because too much known.
